The Nevada Department of Agriculture will take complaints from citizens. They have a web site where a form can be filled out and submitted. The most common tumbleweed  is called Puncturevine, which is the plant that creates "goat heads". Hoary Cress is the plant known as "white top". Both are invasive, as well as many others that are native to Nevada.
